The September visa bulletin reflects important movement in several preference classifications. EB-1 Priority Workers for All Chargeability areas, El Salvador/Guatemala/Honduras, Mexico, Philippines and Vietnam advance 15 months to October 1, 2017. EB-1 China retrogresses another two and a half years to January 1, 2014, while EB-1 India becomes “U”navailable. EB-2 “Members of the Professions Holding Advanced Degrees or Persons of Exceptional Ability” for All Chargeability areas, El Salvador/Guatemala/Honduras, Mexico, Philippines and Vietnam advance one year to January 1, 2018. EB-2 China remains at January 1, 2017 and EB-2 India slowly advances 6 days to May 8, 2009. EB-3 “Professionals/Skilled Workers” for All Chargeability areas, El Salvador/Guatemala/Honduras, Mexico, Philippines and Vietnam remain at a July 1, 2016 cut-off.  EB-3 China retrogresses two and a half years to January 1, 2014, while India retrogresses 6 months to July 1, 2005.

For the retrogressed categories, the DOS advises that it will make every effort to return these final action dates to those announced in the August visa bulletin at the start of the new fiscal year in October 2019.
